The Billings Gazette reports that U.S. District Judge Brian Morris has ruled that the U.S. Army Corps of Engineers failed to do adequate environmental study before moving ahead with a planned $59 million concrete dam across the Yellowstone River. The project, which was scheduled to start construction this month near Glendive, Montana would replace an existing rock weir diverting irrigation water for area ranches and farms.
