Mitigation and Conservation – Compliance for New Federal Regulations

The U.S. Department of Interior (DOI) moved aggressively to support the November 3 Presidential Memorandum that directs federal agencies to give preference to advance compensatory mitigation for unavoidable environmental impacts.

The new DOI Policies were issued just hours after the Presidential Memorandum and strengthen the Council on Environmental Quality’s policies by requiring equivalency for all compensatory mechanisms.

Trout Headwaters, Inc. (THI) is pleased that these new federal policies have incorporated many principles of compensatory mitigation outlined in the National Mitigation Banking Association’s Universal Principles of Compensatory Mitigation report that was co-authored by THI CEO Michael Sprague and released in July of 2015.  The new policies should especially benefit greater sage-grouse habitats across the range by enabling high-standards for mitigation in cases where impacts to these precious habitats are unavoidable.
